“Windows 7 will be generally available on October 22, 2009.” - http://www.microsoft.com/windows/buy/offers/upgrade-faq.aspx

If  you  “Purchase a qualifying version* of a Windows Vista retail packaged product from your favorite retailer between June 26, 2009 and January 31, 2010.”  you can sign up to get a free upgrade to Windows 7.   Sorry but older Vista users will not qualify for this upgrade.
